AECOM-Led Joint Venture Lands Key Role on Singapore’s Next Phase of Waste-to-Energy Megaproject

A joint venture led by AECOM (NYSE: ACM), in partnership with Binnies and Ramboll, has secured a multi-disciplinary consultancy contract from Singapore’s National Environment Agency (NEA) for Phase 2 of the Integrated Waste Management Facility (IWMF). The announcement, made in late May, marks the next chapter in a partnership that previously served as Owner's Engineer for Phase 1 of the same facility.

Under the new contract, the consortium will oversee planning, design, procurement, construction supervision, and commissioning for the expansion. The team’s existing familiarity with the site—gained from the first phase—is expected to accelerate decision-making and streamline integration with ongoing operations at Tuas Nexus, Singapore’s first co-located water reclamation and solid waste treatment hub.

Located on the western coast of Singapore, the IWMF Phase 2 is designed to process up to 2,900 tonnes of municipal solid waste per day. The facility will convert waste into energy, recover recyclable materials, and explore future carbon capture integration, aligning with the nation’s broader push toward a circular economy and net-zero emissions by 2050.

Industry observers note that the project serves as a benchmark for densely populated, land-constrained cities seeking to reduce landfill dependency. The co-location model at Tuas Nexus—where waste treatment and water reclamation share infrastructure—maximizes land-use efficiency and enables synergistic energy and resource recovery loops.

The three firms bring collective experience from more than 200 waste-to-energy projects globally. The multi-contract delivery approach, which the team plans to employ, is intended to manage risk and maintain safety across design and construction phases. Senior executives from each firm have described the appointment as a vote of confidence in integrated infrastructure delivery, reinforcing Singapore’s role as a regional leader in sustainable waste management.
