Envision Energy Lands Landmark Turbine Deal for Vietnam's First Large-Rotor Offshore Wind Projects

By Sophia Reynolds | Financial Markets Editor

In a significant move for Southeast Asia's renewable energy sector, China's Envision Energy has been selected as the turbine supplier for a 128-megawatt (MW) nearshore wind power cluster in Vietnam's Vinh Long Province. The deal with Vietnamese conglomerate REE Group covers two adjacent projects: the 48MW V1-3 Phase II and the 80MW V1-5&6 Phase II developments.

The projects, which are slated for simultaneous construction with a target grid connection by October 2026, represent a technological leap for Vietnam. They will be the country's first to utilize large-rotor, high-capacity offshore wind turbines, specifically 16 units of Envision's EN-226/8.XMW model. The sites boast average wind speeds exceeding 7 meters per second, making them suitable for the advanced technology.

Analysis & Background: This contract is the first nearshore wind cluster to advance under Vietnam's ambitious Power Development Plan VIII (PDP8), which aims to boost offshore wind capacity to 6,000 MW by 2030. The selection of Envision's 8.XMW platform signals a shift towards larger, more efficient turbines in the region, potentially lowering the levelized cost of energy for future projects. Envision's model, launched in 2022 and with over 2.5GW of global orders, brings proven operational experience from gigawatt-scale projects in China.

"This collaboration opens a new chapter for offshore wind development in Southeast Asia," said Edward Hou, Senior Vice-President and President of Envision Energy Asia-Pacific. "We are committed to delivering a regional benchmark that offers replicable technical and construction references, driving the energy system toward a net-zero future."

Ashok Ramachandran, General Manager of REE Renewable, cited Envision's "technological leadership, platform maturity, and extensive grid-connection experience" as key factors in the decision. The deal follows Envision's strategic partnership with Spain's GES in late 2025 to scale up wind and storage in Europe, underscoring the company's global expansion in clean energy infrastructure.

Industry Voices

Lena Chen, Energy Analyst at Greenfield Advisors (Singapore): "This is a logical step for Vietnam's energy transition. Deploying larger turbines from the outset in nearshore zones improves project economics and accelerates learning curves, which is crucial for meeting PDP8 targets."

David Park, Project Developer (Ho Chi Minh City): "Seeing a major player like Envision secure this deal validates the market's potential. It provides a much-needed reference project for financiers and will likely spur more investment in the pipeline."

Maria Rodriguez, Advocacy Director, Coastal Watch NGO: "While renewable energy is essential, we're watching closely. These 'nearshore' projects are still in sensitive marine zones. Where is the full environmental impact assessment for the cluster? This 'benchmark' must not come at the cost of coastal ecosystems and fishing livelihoods."

Professor Kenji Tanaka, Asian Energy Policy Research Center: "The strategic importance extends beyond Vietnam. If successfully executed, this project cluster could become a blueprint for other ASEAN nations with similar coastlines, potentially creating a regional supply chain hub for offshore wind."
