Florida Vacation Rental Host Faces Indecent Exposure Charge Following Disturbing Reports at Disney-Area Resort
A vacation rental host in Central Florida is facing criminal charges following a series of alarming incidents reported by residents at a popular resort community near Walt Disney World, authorities confirmed this week.
Kevin Dale Westerhold, 51, was arrested Tuesday on a charge of exposure of sexual organs after an investigation by the Osceola County Sheriff's Office. The probe began on January 22 when deputies responded to Grassendale Street within the Windsor Hills Resort in Kissimmee following reports of a partially nude man behaving inappropriately in front of a residence.
"Witnesses provided statements and cell phone footage depicting a male, partially clothed, engaged in a sexual performance with a vacuum cleaner," a sheriff's office statement detailed, according to local affiliate WKMG. The suspect reportedly fled before law enforcement arrived.
Further investigation revealed that Westerhold and his wife are listed as hosts for Airbnb properties on both Grassendale Street and Almaton Loop within the gated Windsor Hills community. Authorities also reviewed a separate complaint from January 21, where a resident reported seeing a nude man in a shared hallway. Ring and Blink camera footage from residents allegedly captured similar incidents.
"The deputy canvassed the area and obtained additional statements from residents reporting similar behavior by the suspect," authorities noted, adding that concerns about the individual's conduct had been reported to the homeowners' association as early as December.
Windsor Hills Resort, marketed as a "best kept secret" for Disney visitors, comprises individually-owned vacation rentals located minutes from the theme park gates. The case highlights ongoing tensions in popular short-term rental communities where transient guests and permanent residents increasingly intersect.
Westerhold, a resident of Oviedo, Florida, was booked into the Seminole County Jail. The Osceola County Sheriff's Office is seeking information regarding any additional incidents. Airbnb, Windsor Hills Resort, and the sheriff's office did not immediately respond to requests for comment on the host's current status on the rental platform.
Resident Reactions
Michael Torres, 42, local HOA board member: "This is exactly what we feared with the proliferation of unvetted short-term rentals. Our community is for families, and this type of behavior is utterly unacceptable. The HOA had flagged issues previously, but our hands are often tied without immediate police intervention."
Sarah Chen, 38, visiting from Toronto with her family: "We chose this resort specifically for its family-friendly reputation. It's deeply unsettling. You expect a certain standard of safety and decorum, especially so close to Disney. It makes you question the vetting processes for hosts."
David Fletcher, 55, longtime Kissimmee resident: "This isn't just a 'weirdo' incident—it's a symptom of a broken system. These rental platforms operate with impunity, dumping strangers into residential neighborhoods with zero accountability. Where's the duty of care? The local government needs to step in with real regulations, not just react after the fact."
Lisa Garcia, 29, property manager for several vacation homes: "The vast majority of hosts are responsible, but one bad actor tarnishes everyone. It's devastating for the reputation of legitimate local businesses that depend on tourism. We rely on platforms to properly screen their partners, and clearly, that failed here."
