Perma-Fix’s Q2 Miss Puts Hanford Timing in Focus, but DOE Opportunity Remains Intact

Perma-Fix Environmental Services (NASDAQ:PESI) turned in a second-quarter performance that was close on the top line but disappointing on the bottom line, and the market’s reaction reflected that. Revenue came in at $12.89 million, down 11.7% year over year, while the non-GAAP loss of $0.32 per share was roughly 3.2% wider than analysts had projected. The quarter, in short, was not the one management had planned.

The company attributed the miss mainly to customer-driven changes in waste treatment protocols. Those changes delayed processing work and therefore pushed related revenue into future periods. CEO Mark Duff acknowledged the disappointment, saying, “That is not the quarter we wanted to deliver.” He also pointed to unplanned delays in Hanford-related waste streams, service projects that started later than expected, and a mix shift toward lower-margin inventory waste as additional drags.

The bigger strategic picture, however, remains tied to Hanford. Perma-Fix is one of the players positioned around the Department of Energy’s Hanford tank waste remediation program, and management says it has the capacity, permits and balance sheet to support a meaningful scaling of treatment volumes. The company is also expected to benefit from DOE’s dual glass-plus-grout strategy, which could significantly increase throughput over time and strengthen long-term revenue visibility.

The negative market reaction is understandable given the near-term miss, but the investment debate is less about this quarter’s numbers than about timing and execution. Hanford-related revenue is lumpy and sensitive to regulatory pacing, permit approvals and waste-stream delivery schedules. The quarter included important strategic progress—especially around Hanford—but it also underscored how hard it can be to predict the timing of government-driven environmental work.

Looking ahead, the key items to watch are the Washington State permit modification for expanded grouting capacity, the flow of new DOE task orders and Hanford waste shipments, and the ramp-up of PFAS destruction services. Management’s ability to complete facility upgrades and convert backlog into recognized revenue will be just as important as the size of the addressable opportunity.

Perma-Fix shares were trading around $18.45 after the report, down from $19.43 just before the earnings release. At that level, the stock is being asked to balance a soft near-term trajectory against a potentially much larger Hanford opportunity. The next several quarters will be the real test.
