President Donald Trump signed two executive orders on June 22, marking a significant push to solidify U.S. dominance in quantum computing while simultaneously accelerating the federal government's transition to post-quantum cryptography. The directives, which span national security, energy, and private-sector collaboration, come at a time when the cryptocurrency industry is grappling with the long-term threat quantum machines pose to existing encryption standards.

The first order, Executive Order 14411, creates the Quantum Computer for Application Development and Discovery Science (QC-ADDS) Effort, a federal initiative to deploy at least one advanced quantum computer at a Department of Energy facility and, where feasible, open it to researchers. The Department of Energy must outline technical requirements within 90 days and explore private-sector partnerships, while the Secretary of Commerce is tasked with developing a strategy — potentially including advance market commitments — to attract contributions from commercial quantum firms.

Beyond hardware, the order directs Commerce, the National Science Foundation, the Department of Energy, and NASA to each draft five-year roadmaps for quantum sensing and networking. Separately, the Secretary of War must identify at least three next-generation quantum sensor projects for field deployment by September 30, 2028. The order also calls for strengthening domestic quantum supply chains, expanding the quantum workforce, and protecting the sector from foreign adversaries, including an expanded FBI counterintelligence unit focused on quantum research.

Most critically for the crypto industry, the order requires intelligence agencies to assess the national security implications of increasingly powerful commercial quantum computers — with explicit emphasis on the migration to post-quantum cryptography. This signals that Washington views quantum readiness as not just a technological milestone but a strategic imperative.

The second executive order zeroes in on cybersecurity. It directs the Office of Management and Budget (OMB) and the National Cyber Director to lead an accelerated, nationwide post-quantum cryptography (PQC) migration. Commerce, the National Security Agency (NSA), and the Department of Homeland Security (DHS) must provide practical guidance to federal agencies. Each agency is required to appoint a PQC migration lead and transition high-value assets by 2030 or 2031, depending on the use case, while a pilot project led by Commerce must be completed by December 31, 2027.

The order extends beyond federal networks, instructing the State Department to help critical infrastructure operators and international partners make the same shift. The Federal Acquisition Regulatory Council is also tasked with requiring government contractors to meet certain cybersecurity standards by the end of 2030. The White House framed the effort as protecting power grids, water systems, and transportation networks as quantum technology matures.

Quantum computers process information fundamentally differently from classical computers. Where a standard machine works with binary bits — ones and zeros — a quantum computer uses qubits, which can exist in multiple states simultaneously. This enables quantum machines to solve certain complex problems exponentially faster than current systems, but it also poses a direct threat to the encryption underpinning everything from banking to blockchain.

Bitcoin and most major cryptocurrencies rely on elliptic curve cryptography to secure wallets and transactions — the same class of encryption that sufficiently advanced quantum computers could eventually break. The crypto industry has been monitoring quantum developments closely. Google has set a 2029 deadline to adopt post-quantum cryptography, while developers have proposed BIP-360 and BIP-361 to introduce quantum-resistant Bitcoin (BTC) addresses and eventually freeze coins left in vulnerable legacy addresses. Just days before the orders were signed, Coinbase's quantum advisory council warned that roughly 7 million BTC could eventually be exposed if no migration occurs.

The timing of the executive orders aligns with a broader global push. Governments and enterprises alike are racing to establish quantum-safe standards before the so-called "Q-Day" — the point at which quantum computers can break current encryption. The federal government's focus on private-sector partnerships and supply chain security suggests that the transition to quantum-resistant cryptography is no longer theoretical but an operational priority.
